A Valparaiso man drafted the majority of a bill about mental health and addiction, and now he’s championing it so that it gains traction and becomes law.

Herb Stepherson, 35, is a recovering drug addict and he wants the bill, which addresses insurance coverage for drug treatment, to move forward because such a bill could’ve helped him beat his addiction sooner — and it can do that for others.
